The Urban Xiang No. 1 Delegation of the District People's Congress Inspects Energy Conservation and Consumption Reduction Efforts

On the morning of July 22, the No. 1 Representative Group of the Urban Area under the District People's Congress visited Hangzhou Gear to conduct a targeted inspection of energy-saving and consumption-reduction efforts in Xiaoshan District. Leaders including Li Jinda, Vice Chairman of the District People's Congress Standing Committee, joined the inspection. Accompanying the group were Qiu Guoxing, Director of the District Bureau of Economy and Information Technology; Yu Huaming, Deputy Director; Feng Guang, General Manager of HAGG; and Xu Xueli, Deputy General Manager, among other officials.

Delegates conducted an on-site inspection of HAGG's production frontline and listened separately to Xu Xueli, Deputy General Manager of HAGG, who presented a work report on the company's efforts in energy conservation and consumption reduction, as well as Yu Huaming, Deputy Director of the District Bureau of Economy and Information Technology, who shared a district-wide overview of energy-saving initiatives. The delegates fully acknowledged Xiaoshan District's sustained and significant achievements in energy conservation and consumption reduction, while also objectively analyzing the areas where our district still faces certain weaknesses in this critical area.

Delegates hope to intensify publicity efforts, rallying the entire population to conserve every kilowatt-hour of electricity and every drop of water, thereby fully enhancing public awareness of energy conservation and encouraging everyone to actively participate in energy-saving initiatives. They emphasize leveraging transformation and upgrading as a key driver, implementing source-based controls, and raising the entry barriers for businesses—integrating energy efficiency and consumption reduction with technological innovation. Additionally, they advocate for adopting an "incentive-and-pressure" mechanism, adhering to strict timelines to steadily advance energy-saving and emission-reduction efforts, ensuring that these initiatives avoid the common pitfall of starting strong but ending weak. Delegates also stress the need for a clear understanding that our region’s energy-saving and consumption-reduction efforts have now reached a critical juncture. It is imperative to fully commit to implementation, remain steadfastly focused on our goals, proactively take decisive action, and sustain relentless efforts toward effective governance. Meanwhile, enterprises must genuinely embrace their social responsibilities, overcoming any mindset of dependence ("waiting, relying, demanding"), while simultaneously creating a positive and supportive workplace environment for employees. Together, let us work toward building a Shaoxing district characterized by lush greenery and pristine waterscapes.
