  On the afternoon of March 7, 2014, HAGG held a mobilization meeting for the Party's Mass Line Education and Practice Campaign in the company's multi-purpose hall. The meeting outlined the initiatives and arrangements for launching the campaign.

  Attending the meeting were all members of the Party Committee, cadres from both levels, and branch committee members. The supervision team, composed of representatives from the Xiaoshan District Bureau of Economy and Information Technology Party Committee and the State-owned Assets General Corporation Party Committee, was present to provide guidance. The meeting was chaired by Mao Jianrong, Chairman and Party Secretary.

  Following the overall requirements of the Party committees at the central, provincial, municipal, district, and Bureau of Economy and Information Technology levels, Chairman and Party Secretary Mao Jianrong delivered a mobilization speech at the meeting, outlining key insights on three main areas.

  First, unify understanding, adopt the right attitude, and ensure the educational practice activities proceed smoothly and in an orderly manner.

  Carrying out the Party's mass line education and practice campaign is a major decision made by our Party under the new circumstances to uphold Party self-governance and strict Party discipline. It is also a significant strategic move that aligns with the people's expectations, strengthening the building of a Marxist ruling party that is learning-oriented, service-driven, and innovation-focused. Moreover, this initiative serves as a crucial step in advancing China's distinctive socialist cause. We must fully recognize the profound practical significance and far-reaching historical importance of launching this educational practice campaign. Grounded in the realities of our enterprise, we must understand clearly that engaging in this campaign is an essential requirement for reinforcing the Party's作风建设 (work style development), preserving its advanced nature and political purity. It is equally vital for accelerating the transformation and upgrading of our company, fostering innovative growth, and strengthening the close ties between the Party and the masses—ensuring that employees are actively motivated and engaged.

  Second, we must clarify our objectives, stay focused on key priorities, and ensure that educational practice activities are neither superficial nor biased.

  The educational practice campaign is being carried out among all Party members, with a particular focus on: leadership teams at all levels and leading Party officials. The fundamental issue to be addressed is the relationship between the Party and the people—specifically, strengthening the deep, inseparable bond between the Party and its grassroots constituents. The key approach adopted is to lead by example, ensuring that leaders take the initiative and set the tone from the top down. The core activities include: conducting study and education, actively listening to public opinions, identifying existing problems, engaging in constructive self-criticism, implementing targeted reforms, and establishing sound institutional frameworks. Ultimately, the campaign aims to achieve the following objectives: further enhancing the ideological awareness of Party members and officials, driving a more profound transformation in their work styles, fostering an even closer relationship between the Party and the people, and solidifying the Party's image as one that is dedicated, pragmatic, and incorruptible. In launching this educational practice campaign, it is essential to accurately grasp the following key points:

  First, clearly define the activity goals and adhere to the overall requirements. This educational practice campaign aims to achieve "four further improvements": further enhanced ideological awareness; further transformed work styles; closer ties between the Party, the people, and grassroots cadres; and a stronger public image of serving the people with pragmatism, integrity, and honesty.

  The overall requirement for this campaign is "Hold up a mirror, straighten our attire, take a cleansing bath, and address the illness." "Taking a mirror," primarily means using the Party Constitution as a mirror, comparing ourselves against the Party's discipline, employees' expectations, and exemplary role models, as well as aligning with the call for improving work styles. This involves identifying issues, recognizing gaps, and clarifying our direction in terms of serving the people wholeheartedly, maintaining a pragmatic and clean工作作风, and practicing strict self-discipline. "Straightening our attire" means adhering to the principles of serving the people, being practical, and maintaining integrity, while courageously confronting our own shortcomings and weaknesses. It also entails strictly enforcing Party discipline—especially political discipline—and daring to delve into our thoughts, face contradictions and problems head-on. We must start with ourselves and make immediate changes, correcting our behavior to uphold a positive public image. "Taking a cleansing bath" refers to conducting criticism and self-criticism in the spirit of rectifying the Party’s style, effectively washing away the dust accumulated in our minds and actions, thus preserving the political purity of Communist Party members. Lastly, "treating the illness" means firmly upholding the principle of punishing past mistakes to prevent future ones while simultaneously saving those who are ill. We must tailor our approach based on individual circumstances, addressing specific issues appropriately. For Party members and cadres whose conduct falls short of standards, we will provide education and reminders; for those with serious problems, we will launch thorough investigations and disciplinary actions. Additionally, we will carry out targeted governance measures against behaviors that compete unfairly with employees or harm their interests—and by extension, the enterprise’s interests.

  Secondly, we must focus on the key tasks and address the most pressing issues. This mass-line education and practice campaign, after careful deliberation by the Party Committee, will primarily revolve around four core objectives: 1. We must vigorously tackle the prominent problems related to the "Four Winds," creating a positive and harmonious environment that fosters healthy enterprise development. 2. We need to focus on resolving the challenges currently facing the company's Party-building efforts. 3. We must concentrate on addressing critical issues in the enterprise's transformation and upgrading process. 4. Lastly, we should prioritize tackling the hot-spot concerns raised by employees and grassroots staff.

  Once again, we must uphold the spirit of self-criticism and ensure that leaders take the lead. In this round of educational practice activities, the company's Party and government leadership team will convene a high-quality democratic life meeting focused on addressing the "Four Winds" issues, and will prepare comprehensive self-inspection and self-check materials. Mid-level cadre party members are encouraged to examine their own shortcomings in light of relevant regulations and requirements during special organizational meetings held within their Party branches, identifying root causes and clearly outlining directions for improvement along with concrete corrective measures. Meanwhile, members of the company's leadership team will personally spearhead the preparation of self-inspection materials, model open and honest self-criticism, actively drive rectification efforts, and champion the ongoing development of the leadership team itself—thus truly setting an exemplary standard. At the same time, mid-level cadres must remain steadfast in strengthening themselves first, recognizing that leading others begins with leading oneself, and commit to refining their own conduct and behavior through more disciplined and professional practices.

  Third, strengthen leadership and carefully organize efforts to ensure that the educational practice activities are solid and effective.

  This educational practice activity ran from March to early September—spanning six months—and was carried out in three distinct phases. From March to mid-May, the focus was on learning, education, and gathering feedback; this phase served as the foundation. From late May to early July, the emphasis shifted to identifying problems and engaging in constructive criticism—this phase proved to be the key stage. Finally, from mid-July to early September, the initiative centered on implementing corrective measures and establishing sound systems and regulations—this phase laid the solid groundwork. To ensure seamless integration among these three phases and to firmly avoid superficiality or formalism, we must consistently uphold "five overarching principles": 1. Uphold learning and education throughout the entire process. 2. Ensure continuous participation from the public at every step. 3. Keep addressing and resolving issues as the central focus. 4. Maintain a strong commitment to strengthening institutional frameworks. 5. Continuously drive progress and deliver tangible results in our work.

  At the meeting, Chen Qiuqin, leader of the Hangzhou Gear Supervision Team for the Mass Line Education and Practice Activity in Xiaoshan District, delivered a speech. She fully affirmed Hangzhou Gear's high level of attention to this initiative, as well as the guiding, targeted, and practical nature of Chairman Mao Jianrong's mobilization report. She then outlined the fundamental requirements for Hangzhou Gear regarding the Mass Line Education and Practice Activity: first, firmly grasp the overarching "four-point guideline"; second, focus on strengthening conduct and resolutely combat the "four undesirable practices"; third, carry out criticism and self-criticism in the spirit of rectification; fourth, ensure that leaders take the lead; and fifth, emphasize establishing long-term, effective mechanisms.
